 Steve Burgess

Steve has thirty years people management experience across  both public and private sectors.  After a seven year career in the Royal Air Force, Steve moved into social housing in the northwest during the time private finance initiative and investment came into the sector.  Steve then joined Littlewoods as a HR Director being part of the team that modernised and led a significant quality improvement across the organisation.  Steve worked in retail, logistics and supply chain solutions for Littlewoods before moving in to education at Cornwall College.  During his time at Cornwall College Steve led significant organisational change and improvement becoming regularly involved in national HR education projects.  Steve was the inaugural Chair of the 157 HR Group also leading initiatives focusing on carbon reduction and sustainable operations.  Steve is an all round HR specialist who is comfortable in both large, small and medium sized companies, both public and private sector.

Steve has been a speaker at a number of conferences on a range of HR and carbon related issues.  Additionally Steve regularly lectures by invitation at Exeter University to business students.

Rob Parker 


Rob brings a wealth of experience to our team having worked with education providers for more than 25 years.  He has held client facing roles with an eclectic mix of companies including IBM, Granada and Yorkshire Television, HarperCollins and Nelson Thornes publishing, as well as specialist education publishers SEMERC and NFER Nelson.  Rob has had success working with various education projects across South East Asia and in 2001, led a team that was awarded UK Education Partnership of the Year for work with the C2K ICT project in Northern Ireland.  He recently spent time as Development Director for Cornwall College working with Cornish Schools to transition their students successfully into post 16 education.  Rob has been a governor at Penrice Academy for the last 5 years, is married and lives in St Austell with his wife and daughter.

Nick Carter 

Nick is an experienced HR professional who has over 13 years experience hosting particular strengths in restructuring, resourcing and delivering organisation wide reviews of terms and conditions. He brings a wealth of practical and operational knowledge to Neo People Management having dealt with complex cases, projects from conception to completion and providing high quality people management advice and direction to all levels of an organisation. Nick started his career in commercial recruitment and broadened his skills into generalist whilst obtaining his Masters in HR. He has worked extensively in public sector and education, holding significant strategic and operational knowledge in policy and practice as well as working in operational HR for an international manufacturer and delivering bespoke solutions to local commercial companies. Nick is a key member of the Neo People Management team offering a considered and constructive approach to HR based on a wealth of experience, knowledge and emerging trends. 

Nick lives in Newquay with his wife and two children enjoying all the county has to offer making the most of the beautiful coast line, beaches and surf breaks.

Leanne Randall

Leanne is a highly skilled HR practioner with more than 12 years’ experience working for large public and private sector organisations. With a strong passion and expertise in resourcing, performance management and training, Leanne has developed recruitment strategies delivering an attractive proposition to support organisations recruit the very best staff for the future.  Precise workforce planning and people development are activities Leanne regularly employs to ensure organisations retain and nurture their best people.  Leanne has worked on local, national and international resourcing campaigns recruiting for a range of staffing areas and skills shortages. 

More recently Leanne has been involved in delivering coaching and mentoring support for senior leaders and managers as part of wider leadership development programmes.  Leanne sees the importance of developing long term partnerships as key to helping organisations and senior leaders achieve their medium to longer term ambitions.

Equally active in her own time, Leanne enjoys playing a range of sports, especially water polo and regularly gives her own personal time to ensure young people can access local sports and enjoy the county in which they live.

Janine Spry


Janine joins the operational HR team in Cornwall and has been seconded to work exclusively with the Special Partnership Trust.  Janine has over 10 years’ experience in leading a recruitment team in the NHS where she developed expertise in process review, system implementation, facilitation of recruitment events and candidate attraction through a variety of methods. More recently she has practiced generalist HR, developing policies and procedures, managing absence, performance and employee relations.

Janine lives near St Austell with her young family.

Mike Smith


Mike has over twenty years experience in payroll.  Starting with the Co-operative Wholesale Group when it was split from the Co-Op.  In this role he managed payroll over eight locations with local input and central processing unit.

Moving to ICI, Mike continued in payroll gaining valuable experience in a blue chip company.  He was instrumental in the process of centralising the payroll in one service centre and overseeing a payroll of more than six thousand employees spread over two hundred and fifty locations throughout the UK.  Recently becoming a specialist in auto enrolment and bringing in a new global HR system to integrate with the existing payroll.  Mike also holds a certificate of payroll management from the Institute of Payroll Professionals.

Tracey Smith 

Tracey has over 25 years experience working for a legal practice. Tracey was one of the key figures in the firm’s development in costs delivery, control and management. Having worked her way up to the Managing Director’s Personal Assistant from there she then took responsibility for the firm’s centralised billing and managing all the significant changes to cost billing and assessments that were brought in by the Legal Aid Agency.

Tracey will take responsibility for our clients HR calendars ensuring contracts are received by employees and probationary letters are completed. Tracey will also assist in many aspects of payroll administration to ensure compliance with all statutory and legislative requirements.

Ruth English

Ruth retired in February 2019 after 4 years with the Neo team and many years supporting schools in Cornwall.  All at Neo wish Ruth and husband Robin a fantastic retirement.                                                         

Belinda Anderson

Belinda commenced her payroll career with ICI in 2007, having previously worked in academic publishing. Following ICI’s purchase by AkzoNobel Belinda worked on the integration and standardisation of payrolls operated by the various businesses that made up the AkzoNobel group in the UK and, on a day-to-day basis, operated a range of complex payrolls covering more than 4,000 staff. Belinda was also responsible for maintaining financial accounts for the payroll. 

Belinda has developed particular expertise in flexible benefits and taxable benefits-in-kind, both from an employee and employer perspective. Belinda holds the Level 4 BTEC Professional Qualification in Payroll Practice and is a qualified bookkeeper.

Ali Honey

Ali joins the team to provide support to the ALAT schools based across Cornwall.  Ali has over 15 years experience as a highly skilled Administrator.  Following completion of a business administration apprenticeship with Cornwall College, Ali went on to work in the NHS, employed for the past 10 years as a Personal Assistant for the Executive Director Team/Governing Body.

Ali lives in St Austell with her partner and young family, so free time is spent taking advantage of all that Cornwall has to offer.

Jane Knight


Jane joins the team as an experienced LGPS and Teacher Pension’s specialist. Jane worked for the council for over 16 years, the last 7 of which were in pensions. With expertise in pensions regulations, Jane is responsible for starters, leavers and submitting monthly and annual returns. Any pensions related queries are directed to Jane due to her detailed knowledge in this area.

Jane lives in Manchester with her two daughters, a trainee-chartered accountant and a teaching assistant in a special education school.

Francis Donnelly

Francis joins the Neo Payroll team in Manchester after working 30 years in the legal sector. He commenced his career in Scotland 30 years ago where he was Legal Cashier for a leading Glasgow law firm which specialised in conveyancing.

Francis then progressed to a national criminal practice based in Manchester. He spent close on 20 years as a key member of the accounts team delivering efficient accounts management for the entire network of offices.  He has also diversified into working in other areas of the practice and has attended at Crown Court to assist Criminal Barristers and clients at criminal trials most being of a serious and complex nature.

Debbie Davenport

Debbie's payroll experience began in 2005 for the Pennine Accute NHS Trust in Lancashire, paying over 1000 monthly employee’s and 200 weekly paid employee’s, across all departments within an NHS trust.  Debbie holds certificated qualifications in NVQ2 Payroll, Sage Computerised Accounts and CIPP Payroll.

Debbie has a broad range of interests, though particularly enjoys spending time at the weekend with her granddaughters Emily & Paige.

Heather Weeks

Heather has worked in the Banking industry for 30 years - more latterly as a Customer Service Manager.  Heather is a qualified Accounts Technician - Level 4 Diploma in Accounting AAT and provides a wealth of experience to the team in handling VAT and Payroll/RTI.  Heather has close links with schools local to home, clerking for a primary school, as well as a Governor (4 years) at another (Chair of Finance) and Treasurer for their PTA.  Heather lives close to Lands End with her husband and two sons.

Saffy Burgess

After completing her apprenticeship with Neo:pm, seconded to The Aspire Academy Trust, Saffy has moved to read law at the University of Law in Birmingham.  Saffy goes with the best wishes of all at Neo and Aspire and we look forward to welcoming her back to work with the team in between her studies.

Mel Burgess

Mel is responsible for the administration and finances of neo people management.  As a qualified teacher Mel is keenly aware of the educational environment we operate in but her main tasks are to keep the team on the road and the company moving forward.  

Keeping Children Safe – Neo People Safeguarding Undertaking

Neo:pm operate a safeguarding policy that is available for clients to review via the neo:pm document portal.  All neo:pm staff required to attend schools sites, or with occasion to come into contact with children or vulnerable adults will have current Enhanced DBS checks as required by law.  Additionally, neo:pm staff attend regular safeguarding briefings and training from relevant partner organisations.  Neo:pm will provide “letters of assurance” to all client schools confirming the names and certification details of attending staff.
